เนื่องในวโรกาสแห่งศุภมงคลวาระที่พระบาทสมเด็จพระเจ้าอยู่หัวภูมิพลอดุยเดชมหาราช เสด็จเถลิงถวัลยราชสมบัติ ครบ50 ปี ในวันที่ 9 มิถุนายน พ.ศ. 2539 นับเป็นวโรกาสพิเศษยิ่ง ซึ่งไม่เคยปรากฎขึ้นในประวัติศาสตร์ มาก่อน
กระทรวงศึกษาธิการ โดยกรมสามัญศึกษาได้ระลึกถึงพระมหากรุณาธิคุณที่พระองค์ทรงมีต่อ พสกนิกรชาวไทย
อย่างล้นพ้นโดยตลอดระยะเวลา ที่พระองค์ทรงเถลิมถวัลยราชสมบัติ เมื่อวันที่ 9มิถุนายน พ.ศ.2489 เป็นต้นมา
พระองค์ได้ทรงประกอบพระราชภารกิจ ด้วยความวิริยะอุตสาหะ ทรงเปี่ยมไปด้วยพระเมตตา และทรงบำบัดทุกข์
บำรุงสุข แก่พสกนิกรอย่างทั่วหน้า โดยมิได้ทรงเห็น แก่ความเหน็ดเหนื่อย

การศึกษาในระดับมัธยมศึกษาอย่างทั่วถึงทั้งในส่วนกลาง และส่วนภูมิภาค โดยเฉพาะในส่วนภูมิภาครัฐบาลมีนโยบาย
ที่จะกระจายความเจริญสู่ส่วนภูมิภาคให้มากขึ้น
ด้วยสำนึกในมหากรุณาธิคุณของพระองค์ กรมสามัญศึกษาได้เล็งเห็นว่าโรงเรียน "ภ.ป.ร.ราชวิทยาลัย" ซึ่งเป็นโรงเรียน
ในพระบรมราชูปถัมภ์ของพระบาทสมเด็จพระเจ้าอยู่หัวภูมิพลอดุยเดชมหาราข รับนักเรียน ประเภทประจำชาย
ได้โอนมาอยู่ในความดูแลของกรมสามัญศึกษากระทรวงศึกษาธิการ เมื่อปี พ.ศ.2517 โดยคณะกรรมการ ราชวิทยาลัยมูลนิธิเพื่อการศึกษาได้เรียนรัฐมนตรีว่าการกระทรวงศึกษาธิการ ในสมัยนั้น คือ นายอภัย จันทวิมล ขอให้พิจารณา และได้รับความเห็นชอบในหลักการที่จะให้โรงเรียน ภ.ป.ร.ราชวิทยาลัย ในพระบรมราชูปถัมภ์ เป็นโรงเรียนตัวอย่าง ของโรงเรียนประจำที่อาจจะตั้งเพิ่มขึ้นใน กาลต่อไป และจากการดำเนินงานปรากฏผล เป็นที่ยอมรับว่านักเรียนของโรงเรียน ภ.ป.ร.ราชวิทยาลัย เป็นนักเรียนที่มีระเบียบวินัย มีจรรยามารยาทเรียบร้อย มีความเป็นผู้นำ เป็นสุภาพบุรุษ มีร่างกายแข็งแรง และมีความรู้ ความสามารถเป็นอย่างดี สามารถเป็นแบบอย่างที่ดีได้
เนื่องในโอกาสอันเป็นมหามงคลนี้ กรมสามัญศึกษาจึงเห็นสมควรจัดทำโครงการจัดตั้งโรงเรียนพิเศษในลักษณะของ
"โรงเรียน ภ.ป.ร.ราชวิทยาลัย" ขึ้นในเขตการศึกษาต่างๆ เพื่อเฉลิมพระเกียรติพระบาทสมเด็จพระเจ้าอยู่หัว
เนื่องในมหามงคลวโรกาสเสด็จเถลิงถวัลยราชสมบัติครบ 50 ปี และเพื่อสนองหลักการเดิม ของกระทรวงศึกษาธิการ
ที่จะขยายโรงเรียนประเภทประจำนี้ด้วย อันจะทำให้ กระทรวงศึกษาธิการมีโรงเรียนที่ดีมีคุณภาพขึ้น เป็นการสนองนโยบาย ขยายโอกาสทางการศึกษาของรัฐ เพื่อให้เด็กและเยาวชนของชาติได้รับ การศึกษาในระดับมัธยมศึกษาอย่างทั่วถึง โดยเฉพาะในส่วนภูมิภาค ซึ่งจะมีผลต่อการพัฒนาประเทศอีกด้วย
จากโครงการของกรมสามัญศึกษาดังกล่าว จังหวัดสุพรรณบุรีซึ่งตั้งอยู่ในเขตการศึกษา 5 ได้รับการพิจารณาจาก
กรมสามัญศึกษา ให้จัดตั้งโรงเรียน ภ.ป.ร.ราชวิทยาลัยเฉลิมพระเกียรติพระบาทสมเด็จพระเจ้าอยู่หัว ภูมิพลอดุลยเดชมหาราช เนื่องในมหามงคลวโรกาสเสด็จเถลิงถวัลยราชสมบัติครบ 50 ปี และต่อมาภายหลัง ได้รับพระราชทานนามว่า "โรงเรียนกาญจนาภิเษกวิทยาลัย สุพรรณบุรี" โดยประกาศจัดตั้งโรงเรียน เมื่อวันที่ 27 กุมภาพันธ์ พ.ศ.2538 พร้อมกับโรงเรียนกาญจนาภิเษกวิทยาลัยอื่นๆ อีก 8 โรงเรียน ทั่วทุกภูมิภาค ของประเทศ คือ นครปฐม สุราษฎร์ธานี กระบี่ อุทัยธานี เพชรบูรณ์ กาฬสินธุ์ ชัยภูมิ และฉะเชิงเทรา
สำหรับจังหวัดสุพรรณบุรี โดยการนำของ ฯพณฯ บรรหาร ศิลปอาชา ขณะนั้นดำรงตำแหน่งผู้นำฝ่ายค้าน ในสภาผู้แทนราษฎร ร่วมกับผู้ว่าราชการจังหวัดสุพรรณบุรี รองผู้ว่าราชการจังหวัด ปลัดจังหวัด ศึกษาธิการจังหวัด นายอำเภอเมืองสุพรรณบุรี และผู้อำนวยการสามัญศึกษาจังหวัดสุพรรณบุรี รวมทั้งผู้ที่เกี่ยวข้องผู้เกี่ยวข้องอีกหลายฝ่าย ได้พิจารณาที่ดิน จำนวน 94 ไร่
